About this opportunity
The Maury Service Authority (MSA) is soliciting proposals for construction management and construction services on the MSA Phase I Biosolids Improvement Project, with proposals due electronically by 2:00 p.m. on September 9, 2026. MBEs and WBEs are encouraged to respond; the MSA does not discriminate against faith-based organizations or on the basis of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, veteran status, or any other basis prohibited by Virginia law.
The scope encompasses preconstruction and construction phase services for improvements to the MSA Wastewater Treatment Plant biosolids handling and storage equipment. Primary deliverables include replacement of the existing GBT-1 gravity belt thickener with a combination gravity belt thickener/belt filter press (GBT/BFP) unit manufactured by BDP Industries within the Sludge Control Facility; demolition and replacement of the existing 500,000-gallon sludge storage tank with a new 500,000-gallon glass-lined bolted steel tank; installation of thickened waste activated sludge (TWAS) pumps and sludge transfer pumps; installation of a shafted screw conveyor system for dewatered biosolids cake conveyance; construction of a covered cake storage pad; and associated electrical, HVAC, structural, instrumentation, and control system modifications. The project is funded through the Virginia Department of Environmental Quality via the Virginia Clean Water Revolving Loan Fund. The facility must implement monthly PFOA and PFOS sampling and testing beginning January 1, 2027, with rolling 12-month average concentration limits of 25 mg/kg for unrestricted land application and 50 mg/kg for restricted application.
The Construction Manager shall provide compensation for preconstruction phase services, early works packages, and construction phase services to be determined through separate written agreements, with construction phase compensation structured as either a Lump Sum or Guaranteed Maximum Price. The template establishes a one-year warranty period for corrected defective work. Addendum 5 modified Section 5.3.1 to require a maximum two-page transmittal letter on company letterhead signed by an authorized representative, confirming receipt of all addenda and affirming compliance with Appendix A and RFQ Attachment D forms. All inquiries are directed to L. Jordan Combs, Executive Director, at j.combs@MSAPlant.org or (540) 784-8036.
