About this opportunity

This state and local contracting opportunity is a Request for Response (RFR) issued by the Massachusetts Rehabilitation Commission (MRC) to contract with one or two vendors to host one or both of MRC's adapted driving evaluation and training vehicles. The selected vendor(s) will be responsible for securing, garaging, maintaining, and insuring the vehicles, which include a VMI Honda Odyssey minivan and a BraunAbility Chrysler minivan, both of which have been modified with specialized equipment and controls. MRC will reimburse the vendor(s) for routine hosting and maintenance expenses. Bidders must be approved MRC adaptive driving evaluation and training providers and demonstrate experience managing and operating adapted vehicles. Proposals are due by December 2, 2021, and MRC intends to award an initial 12-month contract, with an option to renew for an additional 5 years.

The RFR indicates that MRC is open to potentially allowing other entities to use the vehicles in the future, subject to prior approval. The procurement is not limited to any set-aside designations, and the RFR does not provide details on pricing terms, incumbent vendors, funding amounts or sources. However, the Commonwealth of Massachusetts has a Supplier Diversity Program that requires prime bidders to commit a percentage of their sales from this contract to be spent with certified Minority, Women, Veteran, Disability-Owned, and LGBTBE businesses.
