About this file
This document is a Question and Answer transcript from a Bidders Conference for a Request for Response (RFR) issued by the Massachusetts Rehabilitation Commission (MRC) for van hosting services. The RFR seeks vendors to provide vehicles to be used by MRC for vocational rehabilitation consumers. The vehicles are currently in the final stages of completion, with an EMT-Honda vehicle 90% complete and shipped to Mobility Works in Londonderry, NH, and a Chrysler vehicle 90% complete and being shipped from Virginia to Mobility Works. MRC plans to provide training on the vehicles and equipment in December-January, including a demonstration/training session on 11/22/21. MRC will reimburse vendors for usual and reasonable vehicle operation expenses but will not cover insurance deductibles or repairs due to accidents.
MRC is open to potentially allowing other entities to use the vehicles in the future, subject to prior approval. Vendors are required to have minimum insurance coverage as identified in the RFR, and any additional coverage with reduced or no deductible must be separately approved by MRC. The RFR does not provide details on pricing terms, set-asides, incumbent vendors, funding amounts or sources.

Question 1: Please clarify what I heard "Initially the vehicle use limited to MRC clients. Are other people able to use the vehicles.
Answer: Use of the vehicles is restricted to vocational rehabilitation consumers referred by MRC. MRC is open to allowing other entities to use the vehicle in the future, subject to prior approval. In the event that other entities are permitted use of the vehicle, hosting dates may be renegotiated. You are responsible for ensuring that approved providers would have access to those vehicles. Any approved vendor must satisfy requirements of RFR.
Vendor: potential to be open, then?
Answer: Potentially.
Question 2: Where are the vehicles currently?
Answer: EMT-Honda- is 90% completion. EMC was physically inspected by Eugene, and it was shipped out a week ago to Mobility Works, Mobility Works Londonderry, NH 03053.
The other vehicle Chrysler is in Virginia, was inspected virtually by Eugene, 90% completion, and it will be shipped to Mobility Works.
Vehicles will be hopefully completed by the end of November.
Question 3: Will any training be provided to practitioners on use of the vehicle and equipment? If yes, can you go into what that training is? If no, will there be credential restrictions on who can use the vehicles for training purposes (as an example, only a CDRS will be permitted to utilize the vehicle)
Answer: We are working with providers of high tech evaluation equipment on arranging necessary training.
Paravan will be conducting a demonstration/training on 11/22/21 at Mobility Works in Londonderry, NH. Additional Paravan training may be available on request.
EMC is open to setting up training sessions at their Augusta, ME location. MRC will be facilitating such training in December-January.
Both events are free, attendees will be responsible for their own transportation and housing.
MRC is not planning to provide training on conventional driving equipment as all evaluators/driver trainers are expected to be familiar with those.
Question 4: To clarify, MRC will reimburse the Host monthly for routine expenses such as insurance premiums, tires, oil changes, and other fluids? Would insurance deductibles be reimbursable for repairs?
Answer: MRC will reimburse the vendors for usual, customary and reasonable expenses related to vehicle operation per manufacturers recommendations where such expenditures are approved by the Principal Engineer in advance. .
Insurance deductibles in most cases are not reimbursable; as neither will the cost of any repairs attributable to insurable accidents. Vendors are required to insure the vehicles with minimum coverage identified in the RFR. Any extra coverage, including coverage with reduced or no deductible (if available), should be separately approved by MRC.
