About this opportunity
The Commonwealth of Massachusetts, through the Massachusetts Rehabilitation Commission (MRC), is seeking a pool of contractors to provide a range of assistive technology (AT) services to individuals with disabilities across the state. The procurement, titled "MRC AT 4-2020 - Assistive Technology Services", includes two distinct service mechanisms - individually authorized services and regional community-based services. The required AT services encompass evaluations, procurement, design, set-up, training, and technical support. Bidders must indicate which service mechanism(s) they are applying for, and must demonstrate experience and qualifications in providing AT services. The response is due by May 31, 2020, and contracts are anticipated to start on July 1, 2020, with an initial term of one year and the potential for up to 10 years total. The Commonwealth estimates annual expenditures of $1.8 million, with $750,000 for individually authorized services and $1.1 million for regional community-based services, to be paid through a mixed unit rate and cost reimbursement model.
The Commonwealth is committed to promoting diversity and inclusion, and the procurement includes set-asides for certified Supplier Diversity Program (SDP) partners, including Minority/Women-Owned Business Enterprises, Minority/Women Nonprofits, Veteran-Owned Business Enterprises, and Service-Disabled Veteran-Owned Business Enterprises. Bidders must submit an SDP plan detailing their commitment to spending a specific percentage of the contract value with certified SDP partners. While the current incumbent vendors are not specified, the Commonwealth indicates an ongoing need for these assistive technology services within the state.
