About this opportunity

The City of Newark, New Jersey is soliciting bids for Invitation to Bid (ITB) #2024-18 for M&R Carpentry services through its e-Procurement Portal, with electronic bids due by 10:15 am on Thursday, June 27, 2024. This is a two-year contract for on-call maintenance and repair carpentry work for municipal public buildings and systems. The scope of work includes installation, repair, replacement, and maintenance services for all carpentry-related work on City buildings, with contractors required to furnish all necessary labor, tools, equipment, materials, supplies, transportation, and supervision as directed by the City's Manager of Public Buildings. Deliverables include completion of work orders authorizing specific projects, detailed service reports following each job completion, and per-job invoicing with separate charges for labor and materials accompanied by original bills. Required qualifications include a New Jersey Business Registration Certificate, Affirmative Action documentation, insurance certificates, performance bonds, a physical shop or office within 25 miles of 920 Broad Street in Newark, and compliance with prevailing wage rates. The pricing proposal structure requires submission of hourly rates for different labor classifications (foremen, journeymen, and laborers) for both standard time (Monday-Friday, 6:00 AM - 4:00 PM) and overtime periods, plus a separate line item for material markup. All materials must be of high quality and free from defects, workmanship must be guaranteed for one year with standard manufacturer warranties provided, and the City reserves the right to audit material pricing and award to the lowest responsive and responsible bidder.

The procurement documents require comprehensive compliance submissions including Equal Employment Opportunity Language, Americans with Disabilities Act compliance documentation, Ownership Disclosure forms, Bidder Qualification Questionnaires, Political Contribution Disclosures, and various ordinance compliance certifications related to anti-discrimination practices, sweatshop avoidance, and restrictions on investments in Iran and Sudan. Vendors must maintain contract-related documentation for five years and are subject to potential contract termination for non-compliance with any requirements. The solicitation does not specify designated set-asides for disadvantaged enterprises, minority-owned businesses, or women-owned businesses, though the City's standard non-discrimination and Equal Employment Opportunity requirements apply to all bidders. No incumbent vendors or current contractors are identified in the available documentation. No specific award value or budget range is listed in the procurement materials; however, the City reserves the right to adjust quantities and terminate the contract based on fund availability, indicating that contract value will depend on actual work orders issued throughout the two-year contract period.
