Indian River County Metropolitan Planning Organization is requesting qualifications for MPO General Planning Consultant services via RFQ 2027005, with submissions due October 2, 2026 at 2:00 p.m. through the Bonfire electronic platform. The MPO may award contracts to multiple firms.
The scope encompasses long-range and short-range transportation planning, corridor analyses, non-motorized and transit planning, travel demand model calibration, traffic engineering studies, public participation activities, comprehensive plan reviews, congestion management process updates, and specialized studies including freight movement and rail planning. Deliverables include maintenance and implementation of the 2050 Long Range Transportation Plan, annual Transportation Improvement Programs, Lists of Priority Projects, bicycle and pedestrian planning, transit route evaluations, signal timing studies, traffic counts, public workshops, website development, and GIS database development. Work covers the Vero Beach-Sebastian Urban Area and involves coordination with the Florida Department of Transportation, Federal Highway Administration, Federal Transit Administration, local governments, and adjacent county planning organizations.
The selected consultant(s) will work under an initial three-year term with an option for one two-year renewal period, compensated on a task-order basis with mutually agreed-upon maximum not-to-exceed fees per task, invoiced monthly on a deliverable basis. Current incumbents—Alfred Benesch and Company, Kimley-Horn and Associates, Marlin Engineering, Inc., and S&ME Inc.—expire December 13, 2026. The Unified Planning Work Program budgets $805,860 for FY 2026/27 and $961,950 for FY 2027/28, funded through FHWA Metropolitan Planning funds, FTA Section 5307 Federal Transit funds, and Commission for the Transportation Disadvantaged State funds.
Qualification statements are evaluated on a 100-point scale: firm general qualifications (25 points), team and staff qualifications and experience (30 points), firm's related experience (30 points), and references (15 points). No pre-solicitation meeting is scheduled. All work requires prior review and approval by FDOT under 23 CFR Part 172 and Florida Statutes Section 287.055. Respondents must comply with E-Verify registration, nondiscrimination requirements, debarment and suspension certifications, and scrutinized companies disclosures. The consultant must maintain workers' compensation, general liability of $1,000,000, auto liability of $500,000, and professional liability of $1,000,000 per claim with $2,000,000 aggregate.
