About this opportunity
The Minnesota Pollution Control Agency is requesting bids for high-pressure water jetting services on landfill leachate collection piping at the Anoka Ramsey Closed Landfill in Ramsey, Minnesota, with bids due September 14, 2026 at 2:00 p.m. Central Time and questions due September 8. Targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State receive preference points equal to 12 percent of total available points; eligible DEED/DHS providers receive 6 percent preference points.
The scope encompasses high-pressure water jetting of approximately 15,135 linear feet of groundwater extraction and remediation system piping of various diameters across three phases (barrier well system piping, wetland system piping, and recovery well system piping), plus mobilization and demobilization, vacuum removal and containerization of jetting-derived solid wastes into approximately eight 55-gallon drums. The contractor must perform work under supervision of the MPCA's contractor, Stantec Consulting Services, in accordance with health and safety protocols addressing potential contact with landfill gas, groundwater, and landfill leachate. No subcontracting is permitted without prior State consent. The contractor must maintain comprehensive insurance including workers' compensation, automobile liability, commercial general liability, and pollution liability with minimum limits of $2 million per occurrence, and must comply with prevailing wage requirements under Minnesota Statutes 177.41-177.44.
The estimated contract value is $36,000. Pricing shall be submitted on a lump sum basis for mobilization and demobilization, per linear foot for jetting services, and per drum for waste containerization. The contractor is responsible for including sales and use tax in the price offered, as the State's direct pay permit does not apply. The contract term runs from September 15 through December 15, 2026, with project substantial completion required by November 1 and final paperwork due December 1. Building construction contractors must be registered with the Department of Labor and Industry prior to contract award. Responses remain firm for 180 days from submission.
