The State of Rhode Island, through its Division of Purchases, is seeking qualified Educational Commissioning vendors to provide independent commissioning agent services for new school construction projects, as mandated by the Rhode Island Department of Education (RIDE) regulations. This Open Enrollment Technical Proposal (OET) will establish a Master Price Agreement (MPA 621) with an initial contract period from May 16, 2023, to May 31, 2026. The solicitation requires vendors to submit comprehensive technical proposals demonstrating their expertise in providing professional development and commissioning services for new school buildings. Vendors must electronically submit their proposals through the Ocean State Procures system, with ongoing submissions accepted and reviewed at the state's convenience. The evaluation criteria will focus on technical merit, vendor qualifications, expertise, and the ability to provide independent commissioning agent services. The contract will be reviewed semiannually, and there is no specific deadline for proposal submissions, allowing vendors to apply throughout the contract period. Vendors must provide detailed information about their commissioning approach, technical capabilities, and past performance in school construction projects. The solicitation encourages participation from Minority, Women, and Disability-Owned Business Enterprises (MBE/WBE/VBE), requiring vendors to submit an MBE Participation Acknowledgment Form with their proposals. When agencies issue mini-bids for specific projects, at least one quote must be solicited from a certified MBE/WBE/VBE vendor if such vendors are on the qualified list. The contract has statewide applicability and can be utilized by state agencies, quasi-governmental organizations, Rhode Island municipalities, and legislative and judicial branches. Vendors must meet specific insurance requirements, including $1,000,000 in liability coverage, $100,000 in workers' compensation, and $1,000,000 in automobile liability coverage. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA contract. While there are no guaranteed minimum purchase volumes, the contract allows for one or multiple vendor awards at the state's discretion. Pricing will be determined through a mini-bid process, with agencies issuing specific scopes of work and requesting quotes from the approved vendor list, potentially giving preference to vendors with the lowest rates.
