About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment (OE) Master Price Agreement (MPA) solicitation for residential furniture to be used in Group Homes operated by the Rhode Island Community Living and Supports (RICLAS) program. This procurement seeks qualified vendors to supply furniture on an as-needed basis, with delivery required to multiple group home locations throughout the state. The solicitation was released on October 11, 2022, with vendor questions accepted from October 11 to October 18, 2022, and proposal submissions due by November 2, 2022, at 10:00 AM EDT. The initial contract term will begin approximately December 1, 2022, for two years, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Vendors will be evaluated on a pass/fail basis and must submit proposals electronically through the Ocean State Procures system. The evaluation will consider factors such as price, expertise, and vendor availability, with agencies issuing mini-bids to qualified vendors for specific projects as needed.
The solicitation includes a mandatory 10% Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation requirement, with vendors required to submit an MBE Utilization Plan for review and approval. Vendors must maintain specific insurance coverage, including $1 million in general liability, workers compensation, and automobile liability. The contract will have statewide applicability, allowing participation from political subdivisions, higher education institutions, schools, and quasi-public agencies. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA. When requesting quotes for specific projects, if MBE/WBE/VBE certified vendors are on the qualified list, at least one of three quotes must be from a certified vendor. While no specific award value or budget range is provided, the solicitation emphasizes that there is no guaranteed minimum purchase amount, and awards will be made at the state's discretion. The State reserves the right to make single or multiple awards and may cancel the solicitation at any time.
