About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors through an Open Enrollment Vendor Assessment (OEV) for Master Price Agreement (MPA) 599 to provide masonry restoration, repairs, and cleaning services on an as-needed basis. The solicitation is open to vendors capable of performing comprehensive masonry restoration services for state agencies, municipalities, quasi-governmental organizations, and legislative and judicial branches throughout Rhode Island. Vendors must submit electronic proposals through the Ocean State Procures system by July 14, 2021, with a vendor Q&A period running from June 17 to June 24, 2021. The initial contract period will commence around September 1, 2021, for three years, with options to renew for two additional 12-month periods based on vendor performance and funding availability. Proposals will be evaluated on a pass/fail basis, considering factors such as technical capabilities, insurance coverage, licensing, and compliance with state requirements. Specific project pricing will be determined through a mini-bid process among qualified vendors, with agencies issuing scopes of work to solicit competitive quotes.
The solicitation emphasizes participation from minority-owned (MBE), women-owned (WBE), and veteran-owned (VBE) businesses, mandating a minimum of 10% participation in the total dollar value of procurements. Vendors must maintain specific insurance requirements, including $1 million in liability coverage, workers compensation, and automobile liability insurance. All vendors must register with the Rhode Island Contractors' Registration Board and maintain valid certification throughout the contract term. A 1% administrative fee will be assessed on all purchase orders to support the state's eProcurement system. While there is no guaranteed minimum purchasing volume, the contract will be available for use by a wide range of governmental entities, including municipalities, higher education institutions, schools, and quasi-public agencies. The state reserves the right to cancel the solicitation, remove vendors from the qualified list, and select vendors based on factors such as pricing, expertise, and availability. Proposals must demonstrate compliance with prevailing wage laws and equal employment opportunity requirements.
