About this opportunity
The Rhode Island Department of Education is seeking proposals for PK-12 school redesign and strategic support services under MPA 589, with proposals due August 6, 2026, at 11:00 a.m. An MBE Participation Acknowledgment document is attached, signaling that minority business enterprise participation commitments and compliance are required as part of proposal submission.
The scope covers school and district improvement, turnaround, and redesign support services for public K-12 schools and Local Education Agencies identified as low-performing under Rhode Island's ESSA State Plan and Education Accountability Act. Requested services include establishing improvement and redesign-focused models, developing coherent frameworks and work plans, providing leadership coaching, designing evidence-based intervention strategies, supporting community and family engagement, and providing on-the-ground and virtual implementation support aligned with WestEd's Center for School Turnaround framework. Service providers may propose expertise in some or all requested domains. RIDE intends to select service provider(s) capable of supporting multiple schools undertaking redesign or intensive improvement efforts over several years, with preference given to organizations demonstrating proven track records in turnaround, redesign, and sustained improvement in historically underserved communities.
Technical proposals are limited to 12 pages (excluding appendices and staff resumes) and must address staff qualifications, vendor capability and capacity with a minimum of three client references, detailed work plans, and approach/methodology. Evaluation is on a 100-point scale with a minimum threshold of 80 points required to advance to the qualified vendor list: Staff Qualifications (30 points), Vendor Capability, Capacity, and Qualifications (20 points), Work Plan (30 points), and Approach/Methodology (20 points).
The solicitation does not specify contract term duration, pricing terms, funding amounts, or incumbent contractor information.
