About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV) to establish a Master Price Agreement (MPA) for emergency preparedness materials and supplies. The solicitation, identified as OEV22000864, seeks vendors to provide a comprehensive range of flood and spill mitigation products, including flood control equipment, spill containment systems, water dams, absorbent mats, indoor flood kits, spill kits, flood bags, and other related absorbent products. The procurement is designed to create a qualified vendor list that state agencies, quasi-governmental organizations, municipalities, and legislative and judicial branches can utilize for specific project needs. Vendors will be evaluated on a pass/fail basis and must submit proposals electronically through the Ocean State Procures system between December 3, 2021, and January 7, 2022. A vendor Q&A period was established from December 3 to December 14, 2021, to allow potential bidders to seek clarification on the solicitation requirements. Proposals will be considered irrevocable for 180 days following the opening date, and vendors must provide firm, fixed pricing with delivery terms of Free On Board Destination.
The solicitation includes specific requirements for minority, women, and veteran-owned businesses, mandating a minimum 10% participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs). Vendors must submit MBE Utilization Plans for review and approval by the Office of Diversity, Equity and Opportunity and maintain specific insurance coverage, including $1 million in general liability, workers compensation, and automobile liability insurance. A 1% contract administrative fee will be assessed on all purchase orders, effective January 1, 2020. The MPA will have statewide applicability and can be used by political subdivisions, including municipalities, higher education institutions, schools, and quasi-public agencies. When specific projects arise, agencies will issue mini-bids to the qualified vendors, with a requirement to obtain at least one quote from a certified minority, women, or veteran-owned business if available on the qualified vendor list. While no specific award value or budget range is explicitly stated, the open-ended nature of the agreement suggests flexibility in procurement and no guaranteed purchasing volumes.
