About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors for a Master Price Agreement (MPA 539) to provide evidence-based comprehensive literacy instruction and intervention services in accordance with RFP 7566494. This open enrollment solicitation will establish a qualified vendor list for state agencies, quasi-governmental organizations, Rhode Island municipalities, and legislative and judicial branches to utilize on an as-needed basis. The initial contract term will be 3 years, beginning approximately August 1, 2018, with the potential for a one-year renewal based on vendor performance and funding availability. Vendors must submit technical proposals electronically through the Ocean State Procures system during the solicitation period from July 2, 2020, at 4:00 PM GMT through September 30, 2020, at 9:00 PM GMT. Technical proposals will be evaluated by a committee of state agency staff based on vendors' qualifications, experience, and ability to provide comprehensive literacy instruction and intervention services. Specific evaluation criteria will include the vendor's technical approach, expertise, and proposed methodologies for delivering evidence-based literacy support.
The solicitation mandates significant participation from minority, women, and veteran-owned businesses, requiring a minimum of 10% of the total contract value to be awarded to Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE). Vendors must submit an MBE Utilization Plan for review and approval with each award issued under the MPA. Insurance requirements are stringent, including $1 million in liability coverage, workers compensation, $1 million in automobile liability, and $2 million in professional liability coverage. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, effective January 1, 2020. When specific projects arise, agencies will issue mini-bids to qualified vendors, with at least one of three quotes required to come from MBE/WBE/VBE certified vendors if available. There is no guaranteed minimum purchasing activity, and vendor selection for specific projects will be at the sole discretion of user agencies based on factors including price, expertise, and availability. The State reserves the right to review vendor qualifications continuously and remove any vendor from the MPA list at its discretion.
