About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV20000282) to establish a Master Price Agreement (MPA 534) for elevators, escalators, and other vertical transportation services. The procurement seeks qualified vendors to provide comprehensive services including installation, maintenance, repair, and parts for vertical transportation equipment on an as-needed basis across state agencies, municipalities, higher education institutions, schools, and quasi-governmental organizations. Vendors must possess a current elevator license issued by the Rhode Island Department of Labor and Training and demonstrate technical expertise in vertical transportation services. The open enrollment period runs from August 18, 2020 to September 28, 2020, with a vendor Q&A period from August 18 to August 28, 2020. Proposals will be evaluated on a pass/fail basis, and selected vendors will be placed on a qualified vendor list to be utilized by authorized entities. The initial contract term is approximately five years, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability.
The solicitation includes specific set-aside requirements mandating a minimum of 10% participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE). Vendors will be required to submit MBE Utilization Plans for review and approval by the Office of Diversity, Equity and Opportunity. Insurance requirements include $1 million in general liability coverage, workers compensation, and automobile liability insurance. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, effective January 1, 2020, to support the state's eProcurement system. When specific projects arise, agencies will conduct mini-bids among qualified vendors, with a requirement to obtain at least one quote from a certified MBE/WBE/VBE vendor if such vendors are available on the qualified list. While no specific contract value or budget range was explicitly stated, the open-ended nature of the MPA suggests flexibility in project scope and potential spending. The state reserves the right to select the most qualified vendors and to remove vendors from the qualified list at its discretion.
