About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors for Master Price Agreement (MPA) 515, which focuses on safety devices, personal protective equipment, traffic management tools, and workzone safety solutions. This open enrollment vendor assessment is soliciting proposals from vendors to establish a qualified vendor list that state agencies, political subdivisions, higher education institutions, municipal/state schools, and quasi-public agencies can utilize for procuring safety-related equipment and services. The solicitation period runs from January 14, 2022, to February 11, 2022, with a vendor Q&A period from January 14 to February 4, 2022. Vendors must register in the Ocean State Procures system and will be evaluated on a pass/fail basis, considering factors such as price, expertise, and availability. The initial contract term will be approximately two years, beginning around March 1, 2022, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Specific project pricing will be determined through mini-bid processes when agencies identify specific needs, and vendors must maintain specific insurance requirements including $1 million in liability, $100,000 in workers compensation, and $1 million in automobile liability coverage.
The solicitation mandates 10% participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs), with agencies required to obtain at least one quote from certified MBE/WBE/VBE vendors when available during mini-bid processes. A 1% contract administrative fee will be collected on all purchases made through the MPA. While the solicitation does not specify a specific award value or guaranteed purchase volume, it provides a comprehensive framework for agencies to procure safety-related equipment and services. The contract will be accessible to various public sector entities throughout Rhode Island, offering flexibility in procurement. Vendors must submit all proposals electronically through the Ocean State Procures system, with no mail, fax, or email submissions accepted. The state reserves the right to select vendors based on multiple criteria, ensuring a competitive and comprehensive procurement process that prioritizes quality, cost-effectiveness, and supporting diverse business enterprises.
