About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors through an Open Enrollment (OE) Master Price Agreement (MPA) for Electrical Electronic Maintenance and Repair services (MPA 41OE). The solicitation seeks vendors to provide comprehensive electrical services, including installation, modification, maintenance, repair, and 24-hour emergency service call response for various state agencies and political subdivisions. Vendors must submit proposals electronically through the Ocean State Procures system, with the solicitation period running from April 26, 2021, to May 20, 2021, and a vendor Q&A period from April 26 to May 4, 2021. The initial contract period will begin approximately September 1, 2021, for three years, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Proposals will be evaluated on a pass/fail basis, with selected vendors placed on a qualified vendor list. When specific projects arise, agencies will issue mini-bids to the qualified vendors to obtain price quotes, with evaluation criteria including price, expertise, and availability.
The solicitation mandates a minimum 10% participation from Minority Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Veteran-Owned Business Enterprises (VBE). Vendors must maintain specific insurance coverage, including $1 million in liability, workers compensation, and automobile liability. The contract will be applicable to state agencies, quasi-governmental organizations, Rhode Island municipalities, and the Legislative and Judicial branches of Rhode Island government. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, effective January 1, 2020. While there is no guaranteed minimum purchasing volume, vendors on the qualified list may be utilized based on the specific needs of agencies. The solicitation is open to all vendors who can meet the specified qualifications, with the state reserving the right to review vendor qualifications and remove any vendor from the qualified list at its discretion. An MBE Utilization Plan must be submitted for review and approval by the Office of Diversity, Equity and Opportunity for each award issued under the MPA.
