About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Master Price Agreement (MPA 419) for security systems service, maintenance, and parts. This solicitation seeks qualified vendors to provide comprehensive maintenance and repair services for existing security systems, along with the ability to add, upgrade, and replace security system components and parts. Vendors must submit proposals electronically through the Ocean State Procures system, with the current open enrollment period running from June 26, 2023, to June 30, 2024. The initial contract term began May 1, 2021, and extends through April 31, 2024, with potential for two additional 12-month renewals based on vendor performance and funding availability. Proposals will be evaluated on a pass/fail basis, with vendors required to demonstrate specific qualifications, including maintaining comprehensive insurance coverage of $1,000,000 in liability, $100,000 in workers compensation, and $1,000,000 in automobile liability. The evaluation process will assess vendors' ability to provide timely, cost-effective security system services across various governmental entities.
The solicitation includes specific provisions for Minority Business Enterprise (MBE) participation, requiring at least one MBE/WBE/VBE certified vendor quote when obtaining three quotes for specific projects. The MPA has statewide applicability and can be utilized by political subdivisions, including municipalities, institutions of higher education, municipal and state schools, and quasi-public agencies. A 1% contract administrative fee will be assessed on all purchase orders issued under the agreement. There are no predetermined award values or specific budget ranges disclosed in the documentation. The State reserves the right to make single or multiple awards and will establish a qualified vendor list from which agencies can request quotes for specific projects. Vendors will be selected based on factors including price, expertise, and availability, with no guarantee of any minimum purchasing activity. The procurement is structured to provide flexibility for state and local agencies to obtain security system services as needed, with a competitive and transparent selection process.
