About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Master Price Agreement (MPA 419) for security systems service, maintenance, and parts, specifically targeting maintenance and repair services for existing security systems, as well as addition, upgrade, and replacement of security system components and parts. The solicitation seeks qualified vendors to participate in a statewide contract applicable to state agencies, quasi-governmental organizations, municipalities, and legislative and judicial branches. Vendors must register in the Ocean State Procures system and submit electronic proposals, which will be evaluated on a pass/fail basis for inclusion on a qualified vendor list. The initial contract term runs from May 3, 2021, to April 30, 2023, with potential renewal for up to two additional 12-month periods based on vendor performance and funding availability. Evaluation criteria include meeting insurance requirements, compliance with affirmative action policies, and the ability to provide comprehensive security system services. Vendors must be prepared to respond to project-specific scopes of work and provide timely quotes when agencies request services.
The procurement includes specific set-aside designations and enterprise restrictions, mandating a minimum 10% participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE). When agencies issue project-specific scopes of work, at least one of three quotes must come from a certified MBE/WBE/VBE vendor if available. Vendors must maintain specific insurance coverage, including $1 million in liability coverage per occurrence, workers compensation, and automobile liability. A 1% contract administrative fee will be assessed on all purchase orders issued under the Master Price Agreement. While no specific incumbent vendors are listed, the solicitation indicates that political subdivisions including municipalities, higher education institutions, schools, and quasi-public agencies are authorized to participate. The State reserves the right to make single or multiple awards and to remove vendors from the qualified list at its discretion. Though a specific budget range is not provided, the contract is structured to accommodate various security system service needs across Rhode Island's governmental entities.
