About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV) to establish Master Price Agreement (MPA) 397 for Disaster Recovery Services. The procurement seeks qualified vendors to provide comprehensive disaster recovery services, including disaster planning, response, and recovery support for all state agencies, political subdivisions, quasi-governmental organizations, and legislative and judicial branches throughout Rhode Island. Vendors must submit electronic proposals through the Ocean State Procures system between July 13, 2021, and August 10, 2021, with a vendor Q&A period from July 13-21, 2021. The initial contract term will be three years, beginning approximately December 1, 2021, with the option to renew for up to two additional 12-month periods based on vendor performance and funding availability. Evaluation will be conducted on a pass/fail basis, with vendors potentially required to provide additional price quotes through mini-bid processes when specific projects arise. Vendors must maintain specific insurance coverage, including $1 million in general liability, $100,000 in workers compensation, and $1 million in automobile liability.
The solicitation mandates minimum participation from minority-owned, women-owned, and veteran-owned businesses (MBE/WBE/VBE), requiring these certified businesses to be awarded a minimum of 10% of the procurement's dollar value. When specific projects are issued, at least one of three required quotes must come from an MBE/WBE/VBE certified vendor if available. A 1% contract administrative fee will be applied to all purchase orders issued under the Master Price Agreement. The procurement documents do not provide information on incumbent vendors or current contractors, nor do they specify a precise budget range for the contract. The resulting MPA will be available for all eligible government entities in Rhode Island to utilize disaster recovery services on an as-needed basis, with the state reserving the right to award to multiple vendors. The solicitation encourages broad participation from diverse businesses and aims to create a flexible, comprehensive approach to disaster recovery services across multiple government entities.
