About this opportunity
The State of Rhode Island is seeking to establish a Master Price Agreement (MPA 388) for Emergency Management and Homeland Security Services through an Open Enrollment Technical (OET) procurement process. The solicitation is designed to create a qualified vendor list for providing comprehensive emergency management and homeland security services to state agencies, quasi-governmental organizations, Rhode Island municipalities, and legislative and judicial branches. The required services encompass a wide range of critical capabilities, including emergency planning, training, exercises, and incident response activities. Vendors can submit proposals electronically through the Ocean State Procures system between May 12, 2021, and June 14, 2021, with a vendor Q&A period running from May 12 to June 7, 2021. The initial contract term will begin approximately October 1, 2021, for three years, with the potential for two additional 12-month renewal periods based on vendor performance and funding availability. Proposals will be evaluated on technical merit, with vendors required to maintain minimum insurance coverage of $1 million each for liability, workers compensation, and automobile liability.
The solicitation includes a mandatory 10% utilization goal for minority-owned (MBE), women-owned (WBE), and veteran-owned (VBE) businesses, with a requirement to obtain at least one quote from certified MBE/WBE/VBE vendors when available for specific projects. When agencies have specific project needs, they will issue mini-bids to qualified vendors on the Master Price Agreement list for price quotes, creating a flexible, as-needed contracting mechanism. A 1% contract administrative fee will be assessed on all purchase orders to support the state's eProcurement system. There are no incumbent vendors or current contractors identified, and no specific budget range or award values are specified in the documentation. The state reserves the right to remove vendors from the qualified list if they are non-responsive to agency requests. The solicitation is open to all vendors, with no guaranteed minimum purchase amount, and pricing will be determined through competitive mini-bid processes for specific projects. The overarching goal is to establish a comprehensive pool of vetted and qualified vendors to provide critical emergency management and homeland security services as needed for the state and its local jurisdictions, including Providence County.
