About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors through a Master Price Agreement (MPA 379) for service and installation of automatic door operators. This Open Enrollment Vendor Assessment (OEV22000951) solicitation aims to establish a qualified vendor list for repair, installation, and related services for automatic door operators statewide. The initial contract period will run approximately three years, beginning July 1, 2022, with options to renew for two additional 12-month periods based on vendor performance and funding availability. Vendors must submit electronic proposals through the Ocean State Procures system between February 22, 2022, and March 21, 2022, with a vendor Q&A period from February 22 to March 1, 2022. Proposals will be evaluated on a pass/fail basis, with qualified vendors subject to a mini-bid process for specific projects. Key vendor requirements include maintaining $1 million in liability insurance, workers compensation coverage, and automobile liability coverage. Evaluation criteria will include pricing, expertise, availability, and proposed service capabilities.
The solicitation has a strong focus on supporting minority-owned, women-owned, and veteran-owned businesses, with a minimum 10% participation requirement for Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs). The contract will be available to all Rhode Island state agencies, quasi-governmental organizations, municipalities, and legislative and judicial branches, with no guaranteed minimum purchase amount. When specific projects arise, agencies will issue mini-bids to qualified vendors, with a requirement to obtain at least one quote from a certified MBE/WBE/VBE vendor if available. A 1% contract administrative fee will be assessed on all purchase orders issued under the Master Price Agreement. Political subdivisions including municipalities, institutions of higher education, schools, and quasi-public agencies are authorized to participate in the agreement. Vendors must register in the Ocean State Procures system and comply with all state contracting requirements, including equal opportunity and affirmative action policies. The state reserves the right to award to one or more qualified vendors and to cancel the solicitation at its discretion.
