About this opportunity
The State of Rhode Island, specifically through the Division of Purchases, is seeking vendors for a Master Price Agreement (MPA 371) for Well Maintenance and Services through an Open Enrollment Vendor Assessment (OEV). The solicitation seeks qualified vendors to provide comprehensive labor, materials, and equipment for inspecting, installing, maintaining, and repairing water wells and associated equipment, including wells, pumps, tanks, water lines, filtration systems, well liners, controls, hydro-fracture services, well heads, and water sample testing. Vendors must submit proposals electronically through Ocean State Procures by October 19, 2023, at 2:00 PM EDT, with a vendor Q&A period running from September 21 to October 4, 2023. The initial contract period will commence approximately January 1, 2024, for three years, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Evaluation will be conducted on a pass/fail basis, with vendor selection criteria including pricing, expertise, licensing, insurance requirements, and compliance with state regulations.
The solicitation encourages participation from Minority, Women, and Veteran Business Enterprises (MBE/WBE/VBE), requiring at least one quote from certified vendors when multiple quotes are solicited for specific projects. Vendors must register in the Ocean State Procures system and provide comprehensive insurance coverage, including $1 million liability per occurrence, workers compensation, and automobile liability. The MPA has statewide applicability and can be utilized by state agencies, quasi-governmental organizations, Rhode Island municipalities, and Legislative and Judicial branches. A 1% contract administrative fee will be assessed on all purchase orders issued under the agreement. While no specific award value or budget range is explicitly stated, the contract allows for multiple vendor awards, with no guaranteed minimum purchasing activity. When specific projects arise, using agencies will issue mini-bids to qualified vendors on the MPA list, with selection based on factors such as price, expertise, and availability.
