About this opportunity
The State of Rhode Island Division of Purchases has issued an Open Enrollment (OE) Master Price Agreement (MPA) solicitation for MPA 371 OE Well Services and Maintenance, targeting vendors who can provide comprehensive water well and contamination assessment services across Providence County and statewide. The solicitation seeks qualified vendors to deliver labor and materials for inspecting, installing, maintaining, and repairing water wells and related equipment, including pumps, tanks, water lines, filtration systems, well liners, controls, hydro-fracture systems, and well heads. Vendors must also conduct detailed well contamination evaluations, which include topographic surveys, stormwater runoff analysis, water and soil testing, site usage assessments, and preparing comprehensive reports with cost-effective remediation solutions. The contract period runs from approximately June 1, 2020, to March 31, 2022, with proposals accepted on an ongoing basis and evaluated on a pass/fail basis. Qualified vendors will be added to a master list from which state agencies, municipalities, quasi-governmental organizations, and legislative and judicial branches can request quotes for specific projects through a mini-bid process.
The solicitation includes significant set-aside requirements for minority, women, and veteran-owned businesses (MBE/WBE/VBE), mandating a minimum of 10% participation in the total contract value. When agencies issue project-specific quotes, they must include at least one quote from a certified MBE/WBE/VBE vendor if such vendors are available on the qualified list. Vendors must maintain specific insurance coverages, including $1 million general liability, $2 million professional liability, workers' compensation, automobile liability, and environmental/pollution liability coverage. A 1% contract administrative fee will be assessed on all purchase orders to support the state's eProcurement system. While no specific award value is listed, vendors should be prepared to provide competitive pricing and understand that inclusion on the qualified vendor list does not guarantee any minimum level of purchasing activity. The State reserves the right to review vendor qualifications continuously and remove vendors from the list if they become non-responsive or fail to meet the solicitation's requirements.
