About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment procurement (Solicitation No. OEV26006568) to establish a Master Price Agreement (MPA 364) for a qualified vendor list of suppliers to provide flooring products, installation, and restoration services to the State of Rhode Island and its political subdivisions, including cities, towns, schools, and quasi-public agencies. The procurement covers carpet, tile, wood, and similar products installation and restoration services for state-owned and leased facilities such as group homes, community workshops, institutional facilities, and office buildings. Deliverables include removal and disposal of existing flooring materials, installation of new flooring products (including tufted level loop carpet, carpet tiles, commercial sheet vinyl, vinyl composition tile, and rubber stair treads), and wood floor refinishing and restoration work. Vendors must be registered with the Rhode Island Secretary of State, hold a current license from the Rhode Island Contractors' Registration and Licensing Board, and have more than five years in business, with installers requiring a minimum of five years of experience installing floor covering materials and manufacturer approval. Awards are divided into three tiers: Tier 1 for comprehensive carpet, tile, wood, and similar products installation and restoration; Tier 2 for carpet and tile installation only; and Tier 3 for wood floor restoration only. Vendors may participate in multiple tiers and adjust their tier participation throughout the contract term. Pricing is not fixed at qualification; instead, awarded vendors will provide pricing upon agency request based on flooring type, project size, square footage, and site conditions through mini-bid competitions among qualified vendors. The solicitation opened April 23, 2026, with vendor questions accepted through June 28, 2030, and proposals due by June 30, 2030 at 11:00 am through the Ocean State Procures electronic submission system. The initial contract term will begin approximately July 1, 2026, for three years, with potential renewal for two additional 12-month periods based on vendor performance and fund availability.
Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) certified vendors are required to be included on the qualified vendor list, and vendors must submit an MBE Utilization Plan each time an award is issued. All vendors must comply with Rhode Island prevailing wage regulations for public works projects where state or municipal funds exceed $1,000, including submitting subcontractor lists, maintaining certified weekly payroll records on Rhode Island forms, posting prevailing wage rate scales at worksites, and ensuring covered employees on construction projects costing $100,000 or more obtain OSHA ten-hour construction safety certification. Vendors must maintain comprehensive insurance coverage, including general liability of $1,000,000 combined single limit, workers' compensation of $100,000 per accident, and automobile liability of $1,000,000 combined single limit. A contract administrative fee of 0.33 percent of total annual spend will be withheld from vendor invoices in accordance with Rhode Island General Laws 37-2-12(b). No incumbent vendors are identified in the solicitation documents, and there is no guaranteed purchasing activity; inclusion on the qualified vendor list does not constitute a commitment that a vendor will receive business from the State. No specific budget range or award value is provided, as pricing will be determined on an as-needed basis when state agencies issue scopes of work and request quotes from qualified vendors.
