About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors to establish a Master Price Agreement (MPA) for radon measurement services in state-occupied buildings through an Open Enrollment Vendor Assessment (OEV). This procurement aims to create a qualified vendor list for performing radon measurements across various state agencies, including quasi-governmental organizations, municipalities, and legislative and judicial branches. Vendors must possess appropriate licenses, certificates, and qualifications to conduct professional radon measurements, demonstrating expertise in environmental testing and assessment. The initial solicitation period runs from October 5, 2023, through October 31, 2025, with the first proposal submission deadline set for November 2, 2023, at 2:00 PM. A vendor Q&A period is available from October 5, 2023, to October 19, 2023, during which potential bidders can submit questions through the Ocean State Procures system. Proposals will be evaluated on a pass/fail basis, with selected vendors potentially being utilized for specific projects through mini-bid processes where agencies will request quotes based on their specific radon measurement needs.
The solicitation strongly encourages participation from Minority Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE), requiring at least one quote from certified diverse vendors when soliciting multiple quotes for projects. Vendors must maintain specific insurance coverage, including $1 million in liability coverage, $100,000 in workers' compensation, and $1 million in automobile liability. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, supporting the state's eProcurement system. While there is no guaranteed minimum purchase amount, the contract allows political subdivisions, higher education institutions, municipal and state schools, and quasi-public agencies to utilize the agreement. Vendors must register in the Ocean State Procures system and submit a comprehensive proposal package, including a Vendor Certification Questionnaire, Vendor Qualifications Assessment, and MBE Participation Acknowledgment Form. The state reserves the right to make single or multiple awards and to remove vendors from the qualified list at its discretion.
