About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV) to establish a Master Price Agreement (MPA 204 OE) for printing services, specifically offset and digital printing. This solicitation seeks to create a qualified vendor list capable of providing comprehensive printing services for state agencies, quasi-public agencies, Rhode Island municipalities, and school districts. Vendors can apply to provide either offset printing, digital printing, or both services, with a requirement to demonstrate capabilities across various printing options including different sizes, materials, and finishes. The evaluation process is structured as a pass/fail assessment, with vendors able to submit proposals at any time during the contract period from May 11, 2023, through December 31, 2024. When specific printing projects arise, user agencies will issue mini-bids to the qualified vendors, requesting quotes and potentially prioritizing vendors based on price, expertise, and availability. Vendors must register in the Ocean State Procures system and submit comprehensive documentation including a Vendor Certification Questionnaire, Vendor Qualifications Assessment, and other required forms.
The solicitation includes specific requirements for Minority, Women, and Veteran-owned Business Enterprises (MBE/WBE/VBE) participation. When agencies request quotes for specific projects, at least one of three quotes must be obtained from an MBE/WBE/VBE certified vendor if such vendors are available on the qualified list. Vendors must maintain specific insurance coverages, including $1,000,000 in liability insurance, $100,000 in workers compensation, and $1,000,000 in automobile liability coverage. A 1% contract administrative fee will be charged on all purchase orders issued under the MPA, which supports the implementation and maintenance of the state's eProcurement system. There is no guaranteed minimum purchase amount, and selection of vendors will be at the sole discretion of the user agencies. The State reserves the right to make single or multiple awards, renew the MPA annually, or cancel the solicitation at any time. While no specific contract value is provided, the open-ended nature of the solicitation allows for flexible utilization by various public entities throughout Rhode Island.
