About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors through an Open Enrollment (OE) Master Price Agreement (MPA) to establish a list of suppliers for small-scale lumber and concrete products. Solicitation OEV22000719 is open from July 17, 2021, to August 3, 2021, with a vendor Q&A period running from July 17 to July 27, 2021. The initial contract period will commence approximately September 1, 2021, for three years, with options to renew for up to two additional 12-month periods based on vendor performance and funding availability. Vendors must submit proposals electronically through the Ocean State Procures system and will be evaluated on a pass/fail basis. When specific projects arise, agencies will issue mini-bids to the qualified vendors, seeking price quotes and evaluating vendors based on factors such as pricing, expertise, and availability. Delivery terms are Free On Board Destination, and vendors must be prepared to provide lumber and concrete products on an as-needed basis to various state and local entities.
The solicitation includes a strong emphasis on diversity and inclusion, requiring a minimum of 10% of the total dollar value to be awarded to certified Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE). Political subdivisions including municipalities, higher education institutions, schools, and quasi-public agencies are authorized to utilize this MPA. A 1% contract administrative fee will be assessed on all purchase orders, effective January 1, 2020, to support the state's eProcurement system. While no specific total contract value is listed, the open enrollment structure suggests multiple vendors may be qualified to provide services on an as-needed basis. Vendors must maintain specified insurance coverage and comply with Rhode Island's Equal Employment Opportunity and procurement laws. When issuing project-specific mini-bids, agencies must obtain at least one quote from an MBE/WBE/VBE certified vendor if such vendors are available on the qualified vendor list. The State reserves the right to select the most qualified vendors and may remove vendors from the list at its discretion based on performance or responsiveness.
