About this opportunity
The State of Rhode Island, through its Division of Purchases, is seeking qualified vendors to establish a Master Price Agreement (MPA) for Lubricants, Oils & Greases and Diesel Exhaust Fluid (DEF) under solicitation number OEV22000747. This open enrollment vendor assessment aims to create a qualified vendor list that can be utilized by state agencies, quasi-governmental organizations, municipalities, and legislative and judicial branches on an as-needed basis. The initial contract period will begin approximately December 1, 2021, for three years, with the option to renew for up to two additional 12-month periods based on vendor performance and funding availability. Vendors must submit their proposals through the Ocean State Procures eProcurement website by October 6, 2021, with a vendor Q&A period running from September 9 to September 16, 2021. Qualified vendors will be required to provide these lubricants and fluids through a competitive quote process when specific needs arise, with delivery terms set as Free On Board Destination. Vendors must maintain comprehensive insurance coverage, including $1,000,000 in liability, workers compensation, and automobile liability insurance.
The solicitation emphasizes support for Minority, Women, and Veteran-Owned Business Enterprises (MBE/WBE/VBE), mandating a minimum of 10% participation for each project awarded under the MPA. When agencies issue mini-bids for specific needs, at least one quote must be obtained from an MBE/WBE/VBE certified vendor if available on the qualified vendor list. A 1% contract administrative fee will be assessed on all purchase orders to support the state's eProcurement system. The MPA will have statewide applicability, allowing participation by political subdivisions including municipalities, higher education institutions, schools, and quasi-public agencies. Payment terms will be specified by individual vendors, and all ordering and billing for political subdivisions will be handled directly between the vendor and the respective subdivision. The solicitation does not identify any incumbent vendors or current contractors, nor does it provide specific award values or budget ranges. Vendors will be evaluated on a pass/fail basis for inclusion on the qualified vendor list, with no guaranteed purchasing volume or commitment from the state.
