About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors through a Master Price Agreement (MPA) for MPA 118 Open Enrollment (OE) Hazardous Waste and Petroleum Related Services. This solicitation aims to establish a list of vendors capable of providing immediate response and cleanup services for emergencies and general services involving spills, leaks, or discharges of hazardous wastes, petroleum products, or other materials that pose environmental or public health threats. Vendors must submit comprehensive technical proposals demonstrating their qualifications, experience, and ability to meet the scope of work requirements. The initial contract period runs from October 4, 2021, to September 15, 2023, with options to renew for two additional 12-month periods based on vendor performance and funding availability. Proposals will be accepted on an ongoing basis and evaluated through the Ocean State Procures eProcurement system, with vendors selected based on their technical capabilities, expertise, and ability to respond to emergency situations. Vendors must register in the Ocean State Procures system and be prepared to provide detailed pricing and service information when specific projects arise.
The solicitation includes a strong emphasis on diversity and inclusion, requiring a minimum of 10% participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE) in the total dollar value of procurements. Vendors must meet specific insurance requirements, including $1,000,000 in liability coverage, $100,000 in workers compensation, and $1,000,000 in automobile liability coverage. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA. The contract has statewide applicability and can be utilized by state agencies, quasi-governmental organizations, Rhode Island municipalities, and the legislative and judicial branches of the state government. When specific projects are identified, agencies will issue mini-bids to the qualified vendors, with at least one quote required from an MBE/WBE/VBE certified vendor if available. There is no guaranteed minimum purchase amount, and vendor selection will be at the sole discretion of the user agencies based on factors such as price, expertise, and availability. Pricing will be evaluated on a project-by-project basis, with agencies conducting mini-bids to obtain the most competitive rates.
