About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV22000953) for a Master Price Agreement (MPA) to establish a qualified vendor list for doors repair, overhead door, and installation services. The solicitation seeks vendors to provide these services on an as-needed basis for state agencies, quasi-governmental organizations, Rhode Island municipalities, and the Legislative and Judicial branches. The initial contract term will be approximately three years, from July 1, 2022, with options to renew for up to two additional 12-month periods. Vendors must submit proposals electronically through Ocean State Procures between February 15, 2022, and March 14, 2022, with a vendor Q&A period from February 15 to February 24, 2022. Proposals will be evaluated on a pass/fail basis, and qualified vendors will be placed on a list from which agencies can request quotes for specific projects. Required vendor qualifications include maintaining specific insurance coverage, including $1 million in liability insurance, $100,000 in workers' compensation, and $1 million in automobile liability coverage.
The solicitation includes a strong emphasis on supporting minority, women-owned, veteran-owned, and disability-owned businesses, with a minimum 10% participation requirement for Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs). When agencies require services, they will issue mini-bids to the qualified vendors, with a requirement to obtain at least one quote from a certified MBE/WBE/VBE vendor if available. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA. While no specific award value or budget range is explicitly stated, the open-ended nature of the contract suggests flexibility in potential project scopes and values. Vendors must register in the Ocean State Procures system and comply with state laws and regulations related to prevailing wage, affirmative action, and business enterprise participation. The state reserves the right to review vendor qualifications and remove vendors from the MPA list at its discretion, ensuring ongoing quality and compliance throughout the contract period.
