About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for mowing and trimming services at Popham, Fort Popham, Fort Baldwin, and St. George facilities under RFQ 01A180323-553, with quotations due April 6, 2018 at 4:00 p.m. EST and a pre-bid walkthrough scheduled for April 6 at 9:00 a.m. at the entrance gate. Maine Business and Economic Impact Consideration under Executive Order 2017-003 may provide up to a 10 percent reduction in submitted price for comparison purposes, with the exact percentage determined by the bidder's investment in Maine as reported on IRS Form W-2.

The scope includes weekly mowing at a maintained height of 3 inches and trimming around obstructions such as sign posts, fences, and parking bumpers. All work must be scheduled during low public-use times and conducted Monday through Friday only. The contractor shall provide all labor, equipment, and supplies.

The contract term is expected to be either thirteen weeks (June 11 through September 7, 2018) or twenty weeks (May 1 through September 14, 2018), with final duration determined during contract negotiations based on funding availability. The contract may be renewed for two additional one-year periods subject to continued funding and satisfactory performance. Bids will be evaluated on total cost of service only, with award determined on a best-value basis considering the lowest price among conforming bidders; however, the State reserves the right to reject the lowest bidder if documented poor performance or prior contract termination exists within the past five years. The contractor must provide current certificates of liability insurance for a minimum of $500,000 and worker's compensation insurance, maintain a professional appearance with identifying uniforms, and comply with all state park rules and regulations. Quotations may be submitted via the State's electronic procurement system (AdvantageME Vendor Self Service), fax, or email.
