About this opportunity

The City of Kinston is requesting sealed bids for mowing and maintenance services at municipal facilities, with bids due June 3, 2026 at 1:00 p.m. The procurement consists of two separate informal bids: one for the Public Service Complex (2360 Highway 258 South) and City Hall Complex (209 East King Street), and a second for grounds and rights-of-way maintenance across multiple designated city properties including vacant lots and railroad crossings.

For the complexes bid, the contractor shall provide weekly mowing during the growing season (April 1 through October 31, subject to weather and vegetation adjustments), trimming of obstructions around curbs, sidewalks, hydrants, fences, and signage, litter and debris removal, and annual mulching of landscape beds to three-inch depth using hardwood mulch.

For the rights-of-way bid, the contractor must price three maintenance schedules: bi-weekly service (14-day cycle during growing season), monthly service (30-day cycle), and annual summer maintenance across multiple locations. Grass shall be maintained at three to four inches in height. Railroad crossings require monthly maintenance and as-needed service to ensure visibility and safety. Paved surfaces must be cleared of debris immediately following service.

Both contracts run three years from award date with annual renewal at mutual agreement. The contractor shall provide all labor, supervision, equipment, tools, fuel, materials, and transportation. Deficiencies must be corrected within 48 hours of written notification or subject the contractor to payment withholding, reduction, or termination.

Bidders must submit a notarized E-Verify Affidavit and provide proof of insurance: Workers Compensation at statutory limits, General Liability coverage of $1 million per occurrence, and Automobile Liability coverage of $1 million combined single limit, with the City named as Additional Insured. No subcontracting is permitted without prior written approval. Questions should be directed to Gilbert Acevedo, Street/Stormwater Superintendent, at Gil.Acevedo@KinstonNC.gov.
