About this file

This is an Informal Bid Request (IFB) issued by the City of Kinston Public Services Department in North Carolina for grounds and rights-of-way maintenance services. The City seeks a qualified contractor to provide mowing and maintenance for city rights-of-way, vacant lots, railroad crossings, and additional designated properties, with all labor, supervision, equipment, tools, fuel, materials, transportation, and incidentals to be provided by the contractor. Sealed bids must be submitted by 1:00 PM on Wednesday, June 3, 2026, at the Public Services Department located at 2360 Highway 258 South, Kinston, North Carolina 28504. All questions must be directed in writing to Gilbert Acevedo, Street/Stormwater Superintendent, at Gil.Acevedo@KinstonNC.gov. The contract term is three (3) years from the date of award, with the City reserving the right to renew annually upon mutual agreement. The maintenance services are categorized into three schedules: bi-weekly maintenance (14-day cycle during growing season April 1 through October 31), monthly maintenance (30-day cycle), and annual maintenance (summer). Railroad crossings require monthly maintenance and as-needed service to ensure visibility and safety.

Bidders must provide pricing for all three maintenance schedules across multiple specified city locations and calculate a total annual bid amount. Grass shall be maintained at three (3) to four (4) inches in height, with all obstructions trimmed during each cycle and paved surfaces cleared of debris immediately following service. The contractor must obtain Workers Compensation coverage at statutory limits, General Liability insurance of $1,000,000 per occurrence, and Automobile Liability insurance of $1,000,000 combined single limit, with the City named as Additional Insured. A notarized E-Verify Affidavit must accompany the bid. The City reserves the right to reject any or all bids and to award to the lowest responsible bidder or as deemed in the best interest of the City. Performance standards are strictly enforced, with deficiencies requiring correction within forty-eight (48) hours of written notification or risking payment withholding, reduction, or contract termination for cause. No subcontracting or assignment is permitted without prior written approval from the City.
