About this opportunity

The Commonwealth of Pennsylvania's Department of Conservation and Natural Resources, Bureau of Forestry, is seeking a contractor to perform mechanical mowing of inhibiting woody vegetation in Forest District 3, specifically covering two blocks totaling 142 acres located in Perry and Franklin Counties within the Tuscarora State Forest. The project requires manual cutting of vegetation, with the contractor responsible for providing all necessary materials, labor, equipment, tools, and performing work to the department's satisfaction. An optional site inspection is scheduled for Wednesday, April 7, 2021, at 9:00 AM, with bidders meeting at the intersection of Amberson Haul Road and Second Narrows Road. The contract term runs from July 1, 2021, to June 30, 2022, with work expected to commence within one month of the purchase order's issuance. Bids must be submitted through the PA Supplier Portal by April 14, 2021, with the contract to be awarded based on the total sum of all blocks. The contractor must provide performance security of $5,000 in the form of a performance bond, irrevocable letter of credit, certificate of deposit, certified check, or bank cashier's check.

This procurement opportunity is exclusively reserved for small businesses through the Small Business Procurement Initiative, with only self-certified small businesses approved by the Department of General Services prior to the bid opening date eligible to submit proposals. Bidders must meet specific insurance requirements and comply with all terms and conditions outlined in the solicitation documents. The contract will be awarded to the lowest responsive and responsible bidder meeting the small business criteria. While no incumbent vendor is mentioned, the project involves maintaining forestry lands and managing competing vegetation in state forest areas. The overall contract value is not explicitly stated, but the performance security requirement of $5,000 and the scope of 142 acres of manual vegetation management suggest a modest-sized contract. Successful contractors will need to demonstrate expertise in manual vegetation control, have appropriate hand-cutting equipment, and be capable of working in forest terrain while meeting the Department of Conservation and Natural Resources' precise specifications.
