About this opportunity
The City of Waco, Texas is requesting bids on mowing and grounds maintenance services for Infrastructure Service Properties in fiscal year 2027 under RFB 2026-052, with bids due September 23, 2026 at 3:00 p.m. Central Time.
The scope encompasses three service divisions: Water Properties (treatment plants and facilities ranging from 0.15 to 19.49 acres with 24 or 39 cuts per year depending on location, plus shredding services for railroad rights-of-way and wetlands), Waco Metropolitan Area Reclaimed Sewage System properties (Bull Hide Plant, Central Plant, and remote properties with varying mowing and shredding frequencies), and Wastewater properties (four categories of sites ranging from 0.15 to 5.0 acres scheduled for 24 cuts annually). All work includes weed eating, grass trimming, edging, mulching, and blowing. Services must be performed Monday through Friday. Mowing frequency is subject to rainfall and temperature conditions, allowing the City discretion to adjust cut counts during the contract term. The first round of mowing work must be completed within 15 calendar days from Notice to Proceed.
This is a single-award contract structured as an annual agreement with renewal options for up to four additional one-year terms if mutually agreeable. Price increases for renewal periods are permitted only if mutually agreed upon and are capped at 6 percent annually. The City will award to the lowest responsible bidder or bidder providing the best value based on price, reputation, quality, and past performance.
Bidders must submit unit prices per site and extended totals via the City's e-Procurement portal (Bonfire) or deliver bids physically to the Purchasing Services Office at 1415 North 4th Street, Waco, Texas 76707. Pricing excludes Federal Excise and State of Texas Sales Taxes. A non-mandatory pre-bid meeting is scheduled for September 14, 2026 at 10:00 a.m. via Zoom. Questions are due September 17, 2026 at 1:00 p.m. Central Time. The bid opening follows immediately at 3:01 p.m. on September 23. Anticipated award notification is October 23, 2026.
