About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing a Request for Bid (RFB) for the procurement of three units of commercial mowers to be delivered to the New Hampshire Department of Transportation Division 4 in Swanzey, NH. The procurement seeks Bad Boy Rouge 40HP Vanguard EFI with 61" Deck (Model # BRG6140EVG2026) or equivalent equipment meeting stringent technical specifications, including a minimum 40 HP gasoline engine, hydro-gear transmission, 61" width cutting deck with adjustable 2" to 6" cutting height, 13-gallon minimum fuel capacity, and hand lever speed controls. All equipment must be completely assembled, serviced, lubricated, and cleaned prior to delivery, with owner/operator and parts manuals provided. The bid submission deadline is April 29, 2026, at 11:00 AM Eastern Time, with the last day for vendor questions set at April 22, 2026, and state responses to clarifications due by April 24, 2026. Delivery is required within 30 days of purchase order receipt under FOB Destination terms. Award will be made to the responsible vendor submitting a conforming bid at the lowest cost, and the State reserves the right to reject any or all bids and award by individual items. Vendors must be registered to conduct business in New Hampshire with a completed Vendor Application Package on file prior to award.

All bid prices must be firm and include delivery costs quoted in US dollars with no additional surcharges permitted, with payment terms specified as net 30 days after invoice receipt or item acceptance via ACH. The successful vendor must provide a comprehensive warranty covering 100% of parts, labor, shipping, and expenses for a minimum of one year or the manufacturer's standard period, whichever is greater. The bid remains valid for 180 days from the closing date, and the State reserves the right to terminate the contract with 30 days' written notice. Returned goods due to quality issues must be picked up by the vendor within 10 business days at no cost to the State. No specific set-aside designations, disadvantaged enterprise requirements, or incumbent vendors are mentioned in the procurement documentation. While no explicit budget range is provided, the contract value will be determined by the lowest conforming bid for three units of equipment, with costs to include all associated delivery and preparation expenses.
