About this opportunity
The City of Pittsburgh Office of Management and Budget is soliciting bids on moving services for all city departments and facilities under IFB 2026-IFB-030, with bids due August 6, 2026 at 2:00 p.m. The solicitation carries DBE participation goals: 18% Minority-Owned Businesses, 7% Women-Owned Businesses, 5% Veteran-Owned Small Businesses, and 3% LGBTQIA+-Owned Businesses. Bidders must demonstrate good faith efforts to meet these targets and submit required documentation including EORC Participation Form, Vendor Contact Sheet, Vendor Registration Form, W-9 Form, and evidence of outreach efforts; failure to submit these materials may result in bid rejection as non-responsive.
The scope covers truck drivers and laborers for standard weekday moves (Monday–Friday, 8:00 a.m.–4:30 p.m.) and weekend, holiday, and after-hours moves for all city departments and facilities throughout Pittsburgh, with potential moves outside city limits. Pricing is fixed-price hourly labor rates for truck drivers and laborers (with separate rates for standard and weekend/holiday/after-hours work) plus a cost-plus percentage markup model for packing materials including delivery, handling, and freight.
The contract term runs September 1, 2026 through August 31, 2028, with two one-year renewal options. The awarded vendor must respond to all phone requests within four hours during normal working days and before 10:00 a.m. the next day for requests made after 1:00 p.m. All bids must include a bid guarantee of up to five percent of the total bid amount. Upon award, the contractor must furnish Performance and Payment Bonds equal to 100 percent of the contract price, General Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, Automotive Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, and Umbrella Liability insurance of $5,000,000. Questions are due July 23, 2026 at 5:00 p.m. Bid opening is August 6, 2026 at 3:00 p.m. at the Office of Management & Budget in the City-County Building.
