About this opportunity

The County of Sacramento is soliciting competitive bids for on-call repair services for Peerless moving-floor transfer trailers through Request for Bid #2026-RFB-0009, administered under the Sacramento County Procurement Alliance (SCOPA) cooperative purchasing agreement. The procurement encompasses both in-shop and mobile on-site repair services provided on an as-needed basis, including live floor repair and replacement, king pin replacement and reinforcement plate installation, and upper coupler and structural component repairs. All services must comply with Federal Motor Carrier Safety Administration (FMCSA) regulations, OSHA standards, EPA requirements, and lockout/tagout procedures. The bidder's shop must be located within Sacramento, Placer, Yolo, El Dorado, San Joaquin, Amador, or Calaveras counties. Pricing is structured across four tables encompassing hourly labor rates for in-shop repairs (150 hours estimated), hourly travel rates for trailer transportation (60 hours estimated), mobile on-site labor rates (60 hours estimated), a percentage discount or markup on Peerless manufacturer list price for an estimated $45,000 cumulative parts value, miscellaneous charges for hazardous waste and environmental fees, and consumables/shop supplies as a percentage of labor totals. The deadline for submitting questions is March 9, 2026, the response deadline is March 20, 2026, at 3:00 p.m., and the anticipated contract award date is April 9, 2026. All hourly rates must remain firm-fixed during the initial 12-month term, with fuel surcharges prohibited.

The contract includes price preference incentives for local business enterprises, which qualify for a 5% preference if meeting Sacramento County Code criteria, and State-certified micro-businesses in the Sacramento Regional Market Area, which qualify for a 2% preference. The initial contract term is 12 months, with the County reserving the right to extend for up to four additional one-year terms by mutual agreement for a maximum total value of $100,000, though the County does not guarantee any minimum purchase amount or volume of services. The contractor must procure and maintain specified insurance coverage including general liability ($2,000,000 general aggregate), commercial automobile liability ($1,000,000 combined single limit), workers' compensation, garagekeepers insurance, and employer's liability ($1,000,000 per accident), with the County named as an Additional Insured. The contractor must comply with Sacramento County's standard terms and conditions, including hold harmless provisions and indemnification requirements, maintain a 90-day warranty on all services and parts or the manufacturer's warranty if longer, and submit all responses electronically through the County's SacCountyEbids portal. Responses are valid for 120 calendar days post-closing, and the County may terminate the contract without cause on 30 days' notice or for cause after providing 30 days to cure.
