About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Public Transit Division, is soliciting Expressions of Interest (EOI) from qualified architectural and engineering firms to provide professional services for the expansion and upgrade of the Mountain Transit Authority headquarters building located at 1096 Broad Street, Summersville, West Virginia. The scope of work encompasses designing a 3,000 square foot expansion to the existing structure, assessing and recommending parking lot improvements, developing exterior renovation plans including downspout relocation and landscaping, coordinating utility relocations, and providing construction management oversight throughout project completion. Qualified firms must demonstrate competency in architectural and engineering design, project management, and construction administration. The evaluation process utilizes a 100-point scale comprised of qualifications, experience, and past performance (40 points); anticipated concepts and methods of approach for stated goals and objectives (20 points); and oral interview performance (40 points). The selection committee will identify the three most qualified firms and conduct individual 30-minute presentations and question-and-answer sessions, subsequently ranking firms in order of preference before commencing scope and price negotiations with the highest-ranked firm. Critical deadlines include a written questions deadline of March 22, 2022 at 10:00 AM EST and an EOI opening date of March 31, 2022 at 1:30 PM EST. Vendors are explicitly prohibited from submitting any price or fee information in their EOI responses, as the State will select the best value solution in accordance with West Virginia Code 5G-1-3.

The solicitation documents do not identify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. Firms must comply with all applicable federal, state, and local laws and maintain Professional/Malpractice/Errors and Omissions Insurance of $1,000,000 per occurrence, with submission of a Purchasing Affidavit certifying the vendor is not in default on any monetary obligations owed to the state or its political subdivisions. The contract term is specified as one year with up to three one-year renewal periods, contingent upon mutual written consent of all parties and appropriate approvals. Following successful negotiations with the highest-ranked firm regarding scope of service and price, the resulting contract documents must be approved by the West Virginia Purchasing Division and the West Virginia Attorney General's office before formal execution. No specific budget range, award value, or pricing information is provided in the available solicitation documentation. Interested firms should direct inquiries to the buyer, Jessica L. Hovanec, at 304-558-2314 or jessica.l.hovanec@wv.gov, and submit their expressions of interest to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305.
