About this opportunity
The State of Maine Division of Purchases is soliciting quotations for motor vehicle inspection signs, with quotations due March 28, 2013 at 2:00 p.m. local time through the state's electronic Vendor Self Service (VSS) platform.
Quotations must be submitted on a unit price basis with FOB Destination delivery terms and all transportation costs prepaid by the successful bidder. The State of Maine is tax-exempt; quoted prices must exclude applicable federal, state, and local taxes. Payment terms are net 30 days from receipt of a correct invoice.
Award determination may be based solely on lowest price or on a combination of factors including quality, conformity to specifications, delivery time, and cost, with price receiving a minimum of 25% weight in evaluation. Vendor past performance may serve as a factor in award determination. The State offers a recycled content preference for paper and paper products — bids containing a minimum of 30% post-consumer recycled material that fall within 10% of the lowest compliant bid receive up to a 10% price preference. Bidders offering recycled content materials must explicitly indicate this in their bid and disclose the specific recycled content percentage in the solicitation response comments section.
The contract may be extended beyond its initial expiration date at the discretion of the State Purchasing Director with contractor consent, with a maximum total contract period not to exceed three years. Overruns are permitted but limited to a maximum of 3% above the contracted amount. The Division of Purchases reserves the right to reject any or all quotations, waive irregularities, partially accept quotations, increase or decrease quantities by up to 10%, and terminate the contract at its discretion.
