About this opportunity

Pinellas County School District is soliciting sealed electronic bids for motor vehicle filters with bids due July 27, 2026 at 3:00 p.m. via the OpenGov Procurement Portal, with award anticipated September 8, 2026. A 40-mile radius restriction from Walter Pownall Service Center applies—bidders must maintain a business location within that geographic boundary, a decision-flipping eligibility filter.

The scope covers 26 line items including oil, air, fuel, transmission, coolant, and hydraulic filters for delivery to four designated bus compounds. Annual usage quantities range from 12 to 516 units per item. All filters must meet or exceed Original Equipment Manufacturer specifications. Bids must include a percentage balance-of-line discount for unlisted filter items. Pricing must be submitted as delivered prices with all freight and handling charges included; prices and discounts must remain firm for the contract period and any extensions.

The District estimates annual contract value at approximately $55,000, excluding renewal options, though actual purchases may vary. The contract period runs September 12, 2026 through September 11, 2027, with the District holding options to renew for two additional one-year periods by mutual consent and to extend unilaterally for up to three additional 30-day periods under the same terms.

Award will be made on an "all or none" basis to the responsive and responsible bidder offering the lowest total cost of net prices. Bidders must satisfy Level 2 background screening under the Jessica Lunsford Act, E-Verify employment verification, Drug Free Workplace Certification, public entity crimes sworn statements, and debarment certification. Bidders whose principal place of business is outside Florida must provide attorney certification regarding their home state's bidding preferences to avoid rejection as non-responsive. Price escalation and de-escalation are permitted at each renewal period, subject to 60-day advance written notice and limited to the previous year's Consumer Price Index for All Urban Consumers percentage change. Bid evaluation and selection are scheduled for July 28 through August 4, 2026.
