About this opportunity

The State of Utah Division of Purchasing, conducting procurement for the Department of Corrections, is requesting bids on nine Mother Trailers for a food conveyance system under IFB, with bids due November 11, 2026. The award will go to the lowest cost responsive and responsible bidder, with a single contract covering a five-year term and a mandatory 2-year price guarantee.

The scope requires design, build, and delivery of Mother Trailers capable of carrying up to four food carts weighing up to 800 pounds each. Each trailer must include secure locking mechanisms, 6-inch elevation ramps, four-wheel synchronized steering linkage for 26-foot turn-around capability, dual-end coupling, side-loading capability, weatherproof awning, and bi-directional towing capability. Initial delivery must be completed within 26 weeks of contract execution. Compensation is an all-inclusive bid price per unit on an F.O.B. destination basis; the contractor bears all shipping, storage, handling, and delivery costs. Monthly invoicing begins only after delivery, with payment within 30 days in accordance with the Utah Prompt Payment Act, contingent on funding availability in the fiscal year of delivery.

All contractor personnel accessing Department of Corrections facilities must obtain criminal background clearances (UDC expense), mandatory UDC orientation or training, and comply with prohibitions on individuals under age 18, those with felony convictions, and those with two or more misdemeanors. The contractor must maintain occurrence-based insurance coverage throughout the contract term, comply with OSHA bloodborne pathogen standards, and certify non-participation in boycotts of the State of Israel per Utah Statute 63G-27-101. Any price adjustment requests after the initial 2-year guarantee period require 30 days' notice, documented justification, and Director of Purchasing approval; the state receives immediate benefit of any market price decreases. All questions must be submitted through the U3P system. The State reserves the right to terminate for convenience with 30 days' notice or for cause with a ten-day cure period.
