The contractor must deliver the modular building fully set up with tie-downs, full perimeter skirting, two OSHA-compliant stair sets with landings and railings, and a 30-foot pressure-treated wood ADA ramp with a 10-foot by 10-foot covered landing, along with signed, sealed permit documents. The building specifications require detailed systems including a modular frame with detachable hitch and tie-down clips, vinyl composite tile flooring in common areas with seamless welded flooring in restrooms, 8-foot-6-inch wall heights with sound dampening, a white rubber roof with underlay, a 150-amp single-phase electrical panel with LED lighting throughout, a 3-ton wall-hung air conditioner with 10-kilowatt heat and programmable thermostats, CPVC supply lines, PVC waste pipes, and a 20-gallon water heater. Bids must be submitted electronically through the County's e-Procurement portal by 2:00 pm on June 8, 2026, with a question submission deadline of June 1, 2026, and the contract duration is 150 calendar days to substantial completion (defined as 90 percent complete and usable for intended purposes) with an additional 30 calendar days for punch list completion. The contractor is responsible for all labor, materials, equipment, utilities, insurance, and supplies necessary for project completion, while the Florida Department of Health and Walton County will provide the foundation pad preparation, electrical service connection, fiber optic connection to the IT room, ethernet switches, potable water service, and sewer service.
