About this opportunity

The United States Department of Agriculture Natural Resources Conservation Service is soliciting bids for the Mornhinweg Wetlands Reserve Easement Restoration project in Nowata County, Oklahoma, under IFB 12FPC326B0009, with bids due June 30, 2026 at 1:00 p.m. ET and a mandatory site visit scheduled for June 10, 2026 at 10:00 a.m. Central Time at the NRCS Field Office in Perry, Oklahoma. This is a 100% total small-business set-aside under NAICS 237990 (Other Heavy and Civil Engineering Construction) with an average annual revenue threshold of $45.0 million — the central eligibility filter.

The scope comprises clearing and grubbing with debris disposal; excavation of approximately 5,048 cubic yards; construction of earth embankments (1,037 to 1,255 cubic yards across multiple units); topsoil furnishing and spreading; Portland cement concrete work for structures; installation of steel pipe with lining, coating, fittings, and appurtenances (2,286 to 2,628 linear feet); and seeding and sprigging operations across 1.3 to 2.2 acres. The project includes 11 primary line items and 2 optional line items contingent on seeding dates.

The estimated total project value is between $100,000 and $150,000. The contract will be awarded as firm fixed-price with construction completion required within 51 calendar days after Notice to Proceed, excluding weather days and Federal Holidays. A bid bond equal to 20% of the bid price is required at submission; the successful bidder must provide a Payment Bond, Irrevocable Letter of Credit, or Tripartite Escrow Agreement equal to 100% of the project cost within 10 calendar days of award. All bidders must be registered in the System for Award Management with active status and must complete annual representations and certifications electronically. The Government will evaluate bids on price alone and award to the lowest conforming bid, reserving the right to reject materially unbalanced or unrealistically low offers. Questions are due June 23, 2026 at 1:00 p.m. ET. Invoices must be submitted electronically through the Invoice Payment Platform.
