About this opportunity

The Texas Health and Human Services Commission is requesting bids for mop supply and delivery pickup services at Corpus Christi State Supported Living Center, with bids due July 28, 2026 at 10:30 AM (IFB HHS0017571V2).

The scope covers weekly supply of 20 fluid-resistant laundry bags, 500 20-inch green microfiber dry/dust mops, 600 20-inch blue microfiber wet mops, and 450 medium yellow microfiber wet tube mops, with pickup of soiled mops and delivery of clean mops twice weekly on Tuesdays and Fridays between 8:00 AM and 9:00 AM. Services must be available Monday through Friday during business hours (8:00 AM to 5:00 PM Central Time) with a four-hour response requirement for service calls.

Bidders must demonstrate a minimum of two years relevant experience with comparable mop supply and delivery services and submit verifiable references from previous clients. Mandatory exhibits include the HHS Solicitation Affirmations (Exhibit A), completed Pricing Sheet (Exhibit C) with firm, fixed unit prices, and the Bidder Reference Qualifications Form (Exhibit D).

The contract term runs one year from September 1, 2026, through August 31, 2027, with no renewals but a potential one-year extension at HHSC's sole discretion. Historical spend for the same services during September 1, 2022–August 31, 2023, was $30,000, provided as a guideline only and not a volume guarantee. HHSC reserves the right to award to multiple contractors and will select based on best value considering ability to meet requirements, performance delivery capability, and price rather than lowest cost alone.

Contractors must carry comprehensive insurance including workers' compensation, general liability of $1 million per occurrence, commercial automobile liability, professional liability, and umbrella liability coverage of $1 million. Bidders must comply with HHS standard contract terms and affirmations, including suspension and debarment certification, E-Verify participation, franchise tax compliance, cybersecurity training, and human trafficking prohibition attestations. The questions deadline was June 16, 2026. Place of performance is Corpus Christi, Texas.
