The scope encompasses twice-weekly delivery and pickup on Tuesdays and Fridays between 8:00 AM and 9:00 AM of 20 fluid-resistant laundry bags, 500 20-inch green microfiber dry/dust mops, 600 20-inch blue microfiber wet mops, and 450 medium yellow microfiber wet tube mops. The historical annual spend for this service is $30,000 for the period September 1, 2022 through August 31, 2023, provided as a guideline only and not as a guarantee of volume. Bidders must submit firm, fixed unit prices using the provided Pricing Sheet (Exhibit C) covering all labor, equipment, materials, supplies, and related expenses. The initial contract term runs September 1, 2026 through August 31, 2027, with no renewal options, though HHSC reserves the right to extend up to one additional year for continuity of service or transition purposes. Price adjustments may be permitted only at HHSC's sole discretion when correlated with the Consumer Price Index.
Minimum bidder qualifications include two years of relevant experience and three verifiable references for similar services within the last two years. Insurance requirements include workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000).
Award will be made to the bidder offering best value based on ability to meet requirements, delivery performance capability, and price. HHSC reserves the right to make a single or multiple awards. Award is contingent upon approval by the HHSC Executive Commissioner and submission of a completed Texas Certificate of Interested Parties (Form 1295). A HUB Subcontracting Plan is encouraged but not required. Bidders may submit responses via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand/overnight delivery of a USB drive to the PCS office at 1100 West 49th Street, Austin, Texas.
