The solicitation seeks pick-up and delivery of treated mops and floor mats for various county departments and facilities on a bi-weekly basis in accordance with ASTM International Standards, divided into two geographic lots: Lot #1 covers countywide service (all of Palm Beach County excluding areas west of 20 mile bend) and Lot #2 covers the Glades Area (areas west of 20 mile bend). Lot #1 requires delivery of 53 units of 2' x 3' mats, 230 units of 3' x 5' mats, 65 units of 3' x 10' mats, 258 units of 4' x 6' mats, 3 units of 3' x 5' scraper mats, 14 units of 4' x 6' scraper mats, 6 units of 24" treated mops, 15 units of 36" treated mops, and 10 units of 42" treated mops, while Lot #2 requires smaller quantities of the same service items. Quoters must submit firm fixed pricing on a unit basis with all prices remaining firm for the initial and subsequent contract terms, rounded to two decimal points, with responses acceptable via fax or email. Qualified vendors must provide a minimum of three references demonstrating similar services provided within the past three years, with at least one reference documenting a contract of similar size and volume for a minimum of three consecutive years, and must be registered in the County's Vendor Self Service (VSS) system with employee background checks completed prior to contract award. The contract term is twelve (12) months or until the estimated amount is expended, with renewal options for four (4) additional twelve (12) month periods at the County's discretion, and successful vendors must maintain a current Local Business Tax Receipt and all applicable licenses and permits throughout the contract term.
The County will award this solicitation on a lot-by-lot basis to the lowest responsive and responsible quoter, subject to Small/Minority/Women Business Enterprise (S/M/WBE) provisions and local preference provisions. Quoters certified as small businesses with Palm Beach County and within 10% of the lowest responsive, responsible vendor may receive preference, provided they are deemed responsive and responsible. Additionally, a 5% local preference may be applied to quoters with permanent places of business in Palm Beach County or the Glades, verified by a valid Business Tax Receipt. The County reserves the right to reject bids resulting in awards less than $1,000 or multiple small fragments. All deliveries must occur within ten (10) working days of award notification, with new locations receiving service within five (5) calendar days of notification. No incumbent vendor or specific budget range was identified in the solicitation documents; however, the contract value will be determined by the unit pricing submitted by the successful bidders for their respective lots.
