About this opportunity
Palm Beach County Board of County Commissioners Purchasing Department issued Request for Quotation #650471R/JM for mop and floor mat pick-up and delivery services on a term contract basis. The procurement seeks firm fixed pricing for treated mops and mats to be supplied bi-weekly to various County departments and facilities across Palm Beach County, divided into two geographic lots: Lot #1 covering countywide service areas (all of Palm Beach County excluding areas west of 20 mile bend) and Lot #2 covering the Glades Area (all geographic areas west of 20 mile bend). Lot #1 estimated quantities include 53 units of 2' x 3' floor mats, 230 units of 3' x 5' floor mats, 65 units of 3' x 10' floor mats, 258 units of 4' x 6' floor mats, 3 units of 3' x 5' scraper mats, 14 units of 4' x 6' scraper mats, 6 units of 24" treated mops, 15 units of 36" treated mops, and 10 units of 42" treated mops, with Lot #2 including smaller quantities across similar categories. Vendors must provide minimum three references demonstrating similar services provided within the past three years, with at least one reference showing a minimum of three consecutive years of mop and mat pick-up and delivery services, and must comply with the Palm Beach County Criminal History Records Check Ordinance for unescorted access to critical facilities. Pricing must be quoted as firm fixed unit prices with no escalation clauses, and must remain firm for the initial twelve-month term and any of the four optional renewal periods. The submission deadline is August 10, 2020, at 4:00 p.m., with faxed or emailed responses acceptable. All unit pricing must include all associated costs such as labor, transportation, disposal fees, vehicles, and equipment necessary to perform the services completely.
The County reserves the right to award on a lot-by-lot basis to the lowest responsive, responsible quoter, subject to Small/Minority/Women Business Enterprise (S/M/WBE) preferences and Local Preference provisions. Quoters certified as small businesses with Palm Beach County and within 10% of the lowest responsive, responsible vendor may receive preference consideration, and a 5% Local Preference is available to quoters with a permanent place of business in Palm Beach County or the Glades, verified by a current Business Tax Receipt. The successful vendor must submit Schedule 1 and Schedule 2 documentation detailing S/M/WBE participation, provide product samples upon request, maintain current certifications and licenses throughout the contract term, and be registered in the County's Vendor Self Service (VSS) system prior to contract finalization, with all subcontractors also requiring registration. Payment will be rendered only upon the County's acceptance of services and receipt of properly executed delivery receipts signed by authorized County representatives. No incumbent vendor information or budget range has been specified in the solicitation documents, and the contract value will be determined by the evaluated pricing submissions and awarded quantities across both lots.
