The City of Thousand Oaks, California, Department of Public Works is requesting bids for trenchless rehabilitation of approximately 1,200 linear feet of 60-inch corrugated metal storm drain pipe along Pembridge Street, with bids due October 21, 2026 at 3:30 p.m. and a mandatory pre-bid meeting on October 7, 2026 at 10:00 a.m. at 3412 Pembridge Street.
The scope encompasses in-place lining of existing pipe from approximately 80 feet north of Pederson Road to Whitman Court using either Spin-cast Geopolymer Mortar Lining or Cured-In-Place Pipe (CIPP) technology to restore structural capacity and extend service life without open-trench excavation. All labor, materials, tools, equipment, and incidentals are the contractor's responsibility. Work must conform to specifications detailed in Drawing Number 22-11A (Sheets 1-6) and the specifications document, including geopolymer mortar properties, CIPP resin formulations, cure times, structural performance verification, inspection and testing protocols, and local trenchless rehabilitation standards.
The engineer's estimate is $1.7 million. Bid security equal to 10% of the bid amount is required, payable as an electronic bid bond through Surety2000 or as an original notarized bid bond, certified check, cashier's check, or cash submitted to the City Clerk Department prior to bid opening. Opportunity text
The work consists of furnishing all labor, materials, tools, equipment, and incidentals as required by the plans (Drawing Number 22-11A, Sheets 1-6), Specifications, and Contract Documents. The general items of work include the trenchless rehabilitation of approximately 1,200 linear feet of existing 60-inch corrugated metal storm drain pipe along Pembridge Street, beginning approximately 80 feet north of Pederson Road and ending at Whitman Court, roughly 300 feet east of Moorpark Road. Rehabilitation will be executed in place utilizing either Spin-cast Geopolymer Mortar Lining or Cured-In-Place Pipe (CIPP) lining to restore structural capacity and extend the service life of the stormwater facility without open-trench excavation, minimizing construction duration, overall cost, surface disruption, and utility impacts to the surrounding neighborhood. Additional work includes constructing a new utility maintenance hole, removing and replacing existing access structures, adjusting manhole frames and covers as needed, temporary stormwater management or bypass pumping, traffic control, surface restoration, and project closeout.
