About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is issuing Invitation for Bid (IFB #2025-IFB-313) for Moore Pool Equipment Upgrades, a one-time capital project addressing water quality deficiencies at the municipal pool facility. The procurement seeks qualified vendors to furnish and install a comprehensive water treatment system upgrade comprising six primary line items: a commercial-grade pressure sand filtration system with a minimum 98 square feet effective filter area capable of 1,475 GPM continuous flow, a new circulation pump, a balancing/surge tank integrated with the existing gutter-based circulation system, a tablet-based chlorination and pH automation system to replace the existing gas chlorine system, flow monitoring equipment, and complete installation services on a lump-sum basis. The project is designed to resolve ongoing operational challenges including daily algae growth and regulatory compliance citations through modernized water treatment automation. A mandatory pre-bid meeting is scheduled for February 25, 2026 at 10:00 a.m. at 1801 Pioneer Ave, Pittsburgh, PA 15226; written questions must be submitted by March 4, 2026 at 5:00 p.m.; and electronic bids are due by March 13, 2026 at 2:00 p.m. via https://secure.procurenow.com/portal/pittsburghpa, with a non-mandatory bid opening at 3:00 p.m. that same day at the Office of Management & Budget, 414 Grant Street, Room 502, Pittsburgh, PA 15219. Construction must commence no earlier than October 2026 and be completed before the 2027 pool season opening, with all systems fully installed, tested, and commissioned, subject to liquidated damages for non-compliance with the completion deadline. Award will be made to the lowest responsive and responsible bidder, and bidders must possess general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, as well as workers' compensation coverage.
The procurement includes mandatory diversity participation targets requiring bidders to demonstrate good faith efforts to achieve Minority-Owned Business Enterprise (MBE) participation of at least 18 percent, Women-Owned Business Enterprise (WBE) participation of at least 7 percent, veteran-owned small business participation of at least 5 percent, and LGBTQIA+-owned business participation of at least 3 percent. A bid guarantee of up to five percent of the total bid amount is required, with performance and payment bonds of 100 percent of the contract price due within ten calendar days of award. The City of Pittsburgh is exempt from federal excise taxes, transportation taxes, and state sales tax on certain construction materials; bidders must provide separate itemization of estimated state sales tax on non-exempted materials and must include all shipping and delivery costs in their pricing with purchase orders placed F.O.B. Destination. No incumbent vendor information, budget range, or award value has been disclosed in the procurement documents. The upgrade project represents a significant infrastructure investment to modernize critical municipal pool operations and ensure regulatory compliance with water quality standards.
